A hammer drill will drill much faster, but a good concrete bit and a regular drill will get the job done, especially for small 3/8 in. holes. The concrete anchors should be a self expanding type arrangement that when you tighten the bolt the anchors will expand and lock themselves into the hole. You should not have to drill all the way though the concrete, but if your worried about leaks there is some stuff called "hydraulic cement" that can be used to plug holes in concrete that expands and will stop water.
