That explains a lot right there. He doesn't have a lot of experience period, let alone with 200 RFV forage. If you get 24-25 % protein along with that quality, the dairyman with need to feed straw in the ration just to try and slow the passage down through the cow. The real problem here is that the Cargill feed man isn't delivering as promised, so it is easy to point the finger at the forage quality and YOU!!!

They should be back with the old feed man. Makes me a little suspicious why the dairyman changed feed men after being with the old one for 6 years. Again, sounds like the Cargill feed man came in with a bunch of big promises and hasn't been able to deliver.
