Mow it down or lightly disc it but leave most of it for cover then plant it to wheat this fall. That's the plan here. Did that 10 years ago and had some good wheat the following year. Rip if you want but I think you will find the ground too hard but I guess it is your choice. Drought will break up hardpans much like a freeze/thaw cycle.
