That is the way I read it. I was somewhat involved, and have been trying to set the stage for a premium reduction for drought tolerant varieties that will appear in a couple of years. However, limiting to a single company traits, along with piloting in just a few states is worrisome.
Also, I believe RMA is "footing" the bill, although I am not sure yet.
