If the fields weren't rich in nutrients then I would go ahead and apply the normal rate of fertilizer as usual because you can't really assess how much was used by the plant in a drought and how much will be available. With good prices for wheat , I would consider last year's fertilizer as a top up in the soil bank which will benefit you in years to come when prices drop and you can't afford to overapply.
