Foot rested on the pedal may be perfectly fine, depending on how the pedal in question is hung and whether or not the rester has any inkling of how things work.

 

3020 Deere has a bottom hung pedal.  I could rest my foot on it all day without hurting anything.  Just lay your boot over the top of the pedal without pushing it away from it's stop and it will just sit there...gravity pushes down on your foot, which is on top of the pedal, it does not move.   In order to disengage the clutch you have to push the pedal forward, not down, at least at the beginning of the throw.  

 

But the grab handle above the step makes a better place to rest your foot.
