Guelph Ontario Canada | Ive done a lot of ATU installs and sometimes a steering wheel can be just an ignorant #%*@ to get off. If the wheel has some threaded holes in the hub of it, you might be able to make a simple puller using the right size bolts and some flat bar with a nut welded to the middle for the larger press screw. Don't be scared to take the air hammer to it as others have suggested - this seems very aggressive but it gets the job done. On splined shafts I will often look for burrs, rust etc and clean that up before I put it back together.
