Welcome to the pleasures of liquid starter on a planter. Don't use it anymore, and you have seen just one of the reasons. If I were to go back to starter, I would look at putting a small amount in the seed trench with keetons, or try a coulter/knife combo, to keep the starter underground. The only fert. opener deere has that ever work decent for me was the heavy duty single disc opener with the gauge wheel, on our old 7200. But we still got sticky buildup on the seed gauge wheel tire on that side of the row.
I did strip trials for years to convince myself starter was doing some good...it always looked way better during the growing season...but I seldom saw any yield difference.
