Canada
That 9 pin port is called a serial port and it puts out data called a nmea string (which is gps positional data). I just went to a regular electronics store and bought a cable with the right ends, plugged it into my pda and any gps software I run pulls my position from my gps unit. I've done it with CAT/Beeline, Outback and Autofarm systems. If your Dell only has a usb port, I think a usb to serial converter plug will work. Have fun! I've played around with some software but I don't know what you have in mind to use.
