I am a little further south than you but, we plant rye until after Thanksgiving here. It may not get much fall growth but will be there to take off in the spring. This is Abruzzi rye planted as a cover. Seems to have a bigger root system than the above ground growth would indicate.

We can plant wheat up until Thaksgiving here to give you a little perspective.
