I don't know all the reasons, but I do know that, in general, the more moisture you have in silage the faster it will go out of condition. We've done quite a bit of baleage over the last 10 years, and I always try to feed any stuff that was a little too wet first. If a person was gonna do direct cut grass, I think it would be mandatory to do a vaccuum,. and to keep the cover in good enough shape to keep it untill you were going to start feeding. There is a dealer at Quincy IL, who's name escapes me, that is selling equipment to do direct cut.
