MY conclusion was southeast drought is a warning of a "possible" upcoming general drought a year or two later in Midwest. General idea of weather people now is that west of Mississippi good rains till later in season. Questionable rains east of Mississippi due to drought effects in southeast.
I recall in 93 it was "suppose to be" the 18 1/2 year drought but they claimed a volcano eruption in the Northern Hemisphere triggered cool and WET.
Final conclusion, like quessing the markets, weather can have likely outcomes but something can change things almost overnight.
