Subject: Getting 2 years old cows bred

i had a buddy call me yesterday asking me for my opinion on why his 2 year old cows aren't coming into heat: cows are about 90 post-calving, all are 5-6 Body condition score, most didnt have any dystocia problems. only 7 out of the 36 have come into heat, after GnRH then 7 days later gave the prostaglandin. He wants to avoid using CIDRs due to the cost

I suggested either short cycling at day 12 and giving the ones that havnt come into heat yet a shot of prostaglandin, and breed accordingly. what could be the problem here????? or suggestions? is it mineral? possibley selenium????
