I think you have incorporated a plan with the basic good ideas ? As far as calves under fence...probably not a problem ,as long as mama isn't going anywhere calves don't tend to either or have the power to destroy your permanent fencing. Grass under fence.....you've already discovered the "bad " about electric fencing. I'd hope your pastures aren't so short year round that the cattle reach under it constantly to keep it clear.....it usually ends up putting on roundup in small line under fence ? Use enough ground rods and install them correctly with a good fencer and you'll be fine. PS: Don't forget to spend $100 or so for a good digital tester, best hired man you can use !
