This has to do with where the Satelittes sit on the horizon at certain times during the day. Trimble has a spot on their website where you can track satelitte activity over the last couple of months to find peak periods and bad periods. Trimble rep told me the times that are bad for the midwest but can't remember them off the top of my head.

Also a couple of months ago there was a huge solar flare that actually took a couple of the satelittes out, I don't know if they are replaced yet but I am assuming they are not. So that has affected certain time periods of the day.
