I have not bought an irrigation engine this year, but less than 2 years ago I bought a JD same as the one you have described for less than $9000, with an engine cart, installed. I can't believe they have gone up that much. I would do a little more checking around. I don't know what horsepower you need, but you can find a lot of 300 Ford engines for $2500 or much less, depending on condition and guarantee that might be capable of doing the job. If you are pumping out of a pond, I would think these engines could be enough.

The way fuel prices change, you never know what will be the most economical over a period of several years but if you can buy a propane engine for much less, you can buy a lot of fuel.
