I'm afraid that Pres. Lula is trying to persuade Pres. Bush to 'reclassify' ethanol from an "agricultural commodity" to an " industrial commodity".
IF Lula succeds; THEN ethanol would be subject to the rules under the WTO. Brazil would have the club to file a complaint under the WTO rules; that a US tariff is "detrimental" to the Brazil ethanol industry & thereby SANCTIONS SHOULD BE IMPOSED against USA for this trade distorting practice. J&S
