The gov't in Mexico can say whatever they want but I'm not sure they really run the country. The country is so corrupt that any program will just end up being a scam.

Plus, the technology and economic incentives to produce more have been there all along but the small farmers won't or can't change. It is more of a cultural issue than a technology issue.
