Dogs that pack up are much much worse.  Dogs will attack for "fun" not survival, and many breeds are much larger than coyotes.

Coyotes hunt to survive and will get what is easiest, not the most "fun". 

I've seen coyotes survive thru the winter by hunting gophers and mice under the snow.
