Near Intersection of I-35 & I-90 Southern Mn. | I would stick with only the VTG and GGA strings on at 4800.
I got along fine with an addon 3100 (Trimble 132)to my PF3000 until I installed a light bar on Port A. I then increased the setting to 10 HZ for my lightbar. I suddenly had overload problems on port B to the PF3000. Setting the VTG back to 1 Hz on Port B only might have cured the problem.
At that time I was using a Raven Sidekick hooked to the serial port of the Ag Leader. The communication problem was caused by the GPS rather than a communication error between the Sidekick and the PF3000.
I now use the Insight where the faster GPS rates do not seem to be a problem.
Concerning your rate change - I believe that the setup allows you to "lead" the rate change by entering in a "look ahead" value. This gives the controller time to ramp up or down to the new rate before you actually get there. The implement offset forward or backward from the antenna would also be related to the point where the new rate actually takes place.
