98 is almost certainly metal unless it has been converted to poly and the 99 could be poly from the factory i believe. look closely at the deck plates and if it has knife rollers or stalk rollers, if it has knife rollers see if they have been turned or not? check on updates and rest of head should be ok if properly maintained by the last guy!
