There is an API in the JD Ops center, you can programmatically send info into you Ops center account. 

So, you basically can:
1) convert your pdf into shp of kml or geojson
2) export created file directly into ops center via api. Easiest type is the map layer, see examples (topography in this case, but could also be points)
3) option to use 3rd party software like ours to do that (some custom work is needed)
