Everything I found says 1123 is dot 3 brake fluid. Easy answer, stick your finger in the old stuff, rinse it off with a little bit of water, you'll tell right away if it's oil, or if it dissolves and rinses clean in water. Try some new dot3 if you're not sure, and then power steering fluid for a similar oil to rinse off.
