Thank you for the info it definitely helped, unfortunately everything is testing as you described:
Ground - less than an ohm
Power - 4.9-5.0 V
Signal - 1.8-1.9 V
When pushing on the flow sensor reading goes to 2.0-2.1 V so it is showing some change.
Haven't been able to trace the ware back to the monitor yet but will work on that next.
