It will not paint until it sees a rate from the flow meter. It's not one gallon per pulse, unless you have your flow meter cal set to one. (I see you tried that)
I believe master switch has to be on? Can't remember...
You can go into diagnostics, then choose the liquid module to see flow meter pulses. 5V is correct.
