Near Intersection of I-35 & I-90 Southern Mn.
As I recall with many spinner systems, a sensor is mounted below the spinner to sense the speed off the bolt heads that hold the fins on the spinner disks. As I recall when using a Raven proximity sensor, the Stainless Steel bolts are replaced with common bolts since the sensor would not trigger on the Stainless Steel bolt heads. I would check the condition of the bolt heads and the amount of clearance between them and the sensor if yours is being done that way.

If the sensor is not reading the bolt heads correctly, the speed would indicate slower than actual and the PWM valve would open further than necessary. Then if the system did read all the bolt heads, the speed would indicate the correct speed which would then be faster than desired. This could explain the oscillation.

As I recall the Ag Leader setup, you should be able to switch from auto spinner speed to manual speed. I would try manual spinner speed to see if you can predictably change the speed yourself and if you pick a speed does the speed remain constant. I would watch the indicated spinner speed on the display (I think you can watch it) and also watch the actual spinners themselves to see if their speed seems to agree with the display.

This would be one way to determine if the sensor is the problem.
