They'll be ok if you don't have a crust. If you planted beans into dry soil they'll just sit there until they get wet enough to start the process which it sounds like they surely will now if at least some of them have just been camping out doing nothing for 2 weeks

Good thing even emergence isn't quite as important with beans as it is corn
