Illinois | Yes locks into fifth wheel. Has two brackets that lay across frame. One 5ish feet in front and one 5 ish feet behind fifth wheel. They bolt to frame rails. The rear one I will unbolt from the frame of the truck and it stays attached to the skid. Front one stays on the truck and just re install the bolts attaching bracket to the skid.
Takes 20 minutes to remove. I can grab pics of mine
Edit. Has a light plug for brake and turn signal along with heavy duty hitch on the back
