The urea portion can be lost, in a process that requires heat, moisture and an enzyme called urease. Applying urea on warm wet soil without any urease inhibitor is a good way to lose a lot of it. I think that 0.1" of rain is too little to stop this process from losing your N and might be worse than getting no rain at all.
