Does your 1790 have a Deere flow control valve mounted on the hitch for each of the respective fans? Tee the lines together between the tractor and those valves. Use the SCV flow on the tractor to adjust vacuum level and the needle valves to balance between the two fans.

I'm pretty familiar with a 1790 that's on a tractor with only 3 SCV and this is how it's plumbed.
