The dickey John is a little hydraulic motor from what I could tell. I would guess there is some truth to that peak torque value but that number is likely for a starting torque and the continuous load torque is a different value. You can get a lot of power in a small package with hydraulics. Drill shafts don't take much to turn through so the 70 inch lbs may be fine. Maybe you could use a small (1/4) beam style torque wrench to get an idea of how hard the shaft turns.
