Subject: How Does USDA Count Dairy Cows?

I'm sure the question has been asked before, but it didn't occur to me until today and I can't find an obvious answer. I know they collect production data from milk processors, but they publish monthly figures for major dairy producing states on cow numbers. Nobody is asking me every month how many cows I'm milking. I'm sure the variation in my herd would be rounding error, but if they ignore all the herds that would be rounding error the result is too big to be rounding error. Does anybody know the methodology, or are they just guessing?
