Thanks for the picture. It is entirely obvious now that you are using the Raven butterfly control valve and the setting in anyone's controller should be for a "standard" control valve or whatever terminology they use. That valve is NOT a PWM control valve.

Couple of suggestions: Rotate the control valve 180 degrees so the "can" portion is UP rather than down. Notice a weep hole which with your orientation is on top. This could allow moisture such as rain or washing to enter the control valve. With the can portion pointing up gravity will help reduce those problems.

Remove the solenoid valves and replace them with what will seem like rather expensive electric ball valves.

The TeeJet solenoid valves will cause you much pain and suffering down the road. I've repaired literally hundreds of them as a Tech.

A few people swear by them. I swear at them.
