iPad doesn’t.
iPad is set up as hotspot, so it is kind of a 1 channel router. This might close it down for doing other wireless operations.
Does the printer talk with iOS devices to start with, Apple is always different. The printer needs to be iOS compatible.
Did you try the iPad with the hotspot stuff turned off.
I realize you might not have answers or even care too much at this point, but just the stuff I would look at.

Edit: I think the issue is the printer is on the local network, and the iPad really is not on the network exactly, it is creating the network. Rereading carefully, the issue is wanting to print at the same time it’s a hotspot. The printer might be lost trying to find the iPad because it isn’t logged on to the local network?
