North central TX | Partly true on England I think. But more so was the ending of the "imperial" Era and them losing their grip on many of the colonies they had, after WWII especially. Then add in that following wwii they were rebuilding their homeland and didn't have the production power the US had and it was inevitable. It was just easier for countries to start trading directly in dollars with the US than to try to exchange for pounds.
