I had something like that happen but I was in the shower and I received a pretty good tickle thru the shower head. After investigating we found the neutral at the pole had burned off and the house was grounding thru the copper pipes that that ran inside the house. I never put a meter on it but it was enough to get me to moving out of the shower in a hurry. Once of that was enough.
