Go for a 30 if your transformer is 25. Then you will know and not have to worry about playing "green acres" with your power.
A warning, however: most new automatic generators are backed up until 2024 or 25. Don't be afraid of used, many generators sit outside hospitals, phone companies, cell towers, etc, on a lease, so when the lease is up, it goes up for sale usually.
