We have an 1896 with the electric power shift, and it has done something like that several times in the 20+ years we had it. Sometimes it would act like it wanted to go into 2 gears at once, and once or twice it would be sluggish to shift from on gear to the other.
First, does the transmission light come on when you shift the powershift? Ours did that several times, and it was always the power shift relay board. The factory one lasted quite a while, but it seems that the replacement ones last 4-5 years or so. The original went well over 10 years and 4000 hours, the replacement ones last 3-5 years and at most 1000 hours, at least for us. Hopefully the new part will be better. I was always going to take one of the old boards to Ag-Tronics in Grand Island and see if they could fix it, but I no longer have the tractor.

One time, when it would act like it wanted to be in 2 gears at once, it was because the wiring harness going down to the powershift had the insulation rubbed through, and they would short out with each other. It finally got bad enough that it blew the little fuse in the dash. I followed the wires, and the insulation was cracked and brittle, likely from when we had an oil line leak, and soak the wires with oil. There is a fairly short chunk of harness that plugs into the bottom of the cab, and runs to the shift solenoids. When we got it, it was actually cheap enough, we didn't even bother trying to fix the old harness.

Here is a link to the parts diagram that shows how it all goes together. The relay board is behind the cover under the shift levers next to the seat.

ETA, we had the tractor about 30 years, my how time flies...
