A 1500 watts tank type engine heater would make about 5000 btu. That would keep things above freezing. Probably keep floor about 60 all but the coldest week of the year. Insulation and keeping concrete warm is a lot of forgiveness. Our power company will do half price power for interruptible service for heating. 1.5 kw may be a stretch?
