A typical water heater element is 4,500 watts at 240V, so that would be plenty if you want to use any electric water heater. If you want to run it on one 20A breaker instead of a double 30A it will put out 1/4 or roughly 1,100 watts or 3,500BTU's /hr which is still plenty, slow, but plenty.

You could easily keep it above freezing by using well water directly if you didn't need it for a break room. Might want one of those cushy toilet seats though.
