The article mentions Trafigura as one of the companies involved in this project.

Trafigura also has a large presence in coal trading. Trafigura doesn't give a hoot about saving the planet. They would sell out your grandma Millie if they could make a buck (to paraphrase the famous quote from an Enron trader).

They are involved in solar because all of the various gov't programs and mandates make these "clean energy" projects lower risk and higher return than developing projects that actually have to stand on their own in the real world.

I highly doubt a properly functioning free market system would result in solar projects on some of the best farm land in the country.
