I believe it involves about all employees working in the field.
Yes the number used to operate trains is pretty low anymore, but you have such a large support crew, switchers, relief crews, crew transport, rail yard crews etc.
My uncle was in big offices in Fort Worth for BNSF before retirement, he has railroad retirement.
