No they won't.
Without more rulemaking, the current MN "plan" calls for 20% of the cars on Minnesota roads to be electric by 2030, up from less than 1% now. The benchmark is only a goal, not a requirement. Judging by the number of new EV registrations we have done for one of the larger GM dealerships we do title work for, that benchmark goal has possibly been achieved already.
