From what I can gather, they bring the battery temp up to the optimum temp for accepting a fast charge. Mainly supposed to affect the charging speed when the charge first starts.
As for type of battery, Tesla uses many different form factors and chemistries. My car still uses the small cell  18650 Li, Ni, Co chemistry.
