That is 32 amps at 120 volts?
My daughter and her husband have 2 electric cars. Nissan Leaf, from Craigslist, so the bottom of the barrel as far as electric cars go. Those use 1400 watts at 120 volts to charge. So not much over 10 amps.
For getting to work 5 days a week, 50 weeks a year, those save about $400 a month for them.
