Rare ground meat is the most dangerous because the food poison and E-coli bacteria are mixed into the meat. Meat that is not ground the bad stuff is on the surface and the surface is the part that is usually well done. So a rare steak or roast is a lot safer to eat than a rare hamburger.
And food poisoning can be really serious especially if it is caused by E-coli.
