Did you remove the silver skin?
Next time mix some apple juice and apple cider vinegar together and pour it in your foil boat with your butter and brown sugar.
Also the ribs themselves play a role in how tender you can get them. In my experience, if they are too lean and not enough fat to render down throw the meat they will never get fall off the bone. | |
