Our local rebar supply house sells a lot of stainless rebar to road construction and marine applications. Might be worth pricing if you really want to do the job right.
My friends in the Civil Engineering field say epoxy coated rebar eventually lets water seep between the rod and epoxy, which leads to rust jacking.
