Chilliwack BC | There's a local outfit here that just cut our tire pile up. It was $4 Canadian a tire so $2 a sidewall. They used to cover all of western Canada and Washington but don't do too much any more.
Steel or not doesn't matter to us, leave it facing up so it doesn't poke the tarp and pick them up carefully. I never wear gloves handling them.
Edit: Within the last couple weeks, someone on Silage Kings on Facebook in New York had free for the taking A LOT of tire sidewalls. Can't find the post now but I think it was 10's of thousands.
