The bladder in your tank is full of water, so you can’t add much air at a time to make it perform properly without over pressuring the bladder and or tank.

If you want to get rid of the water,
turn pump off,
drain water pressure in system/tank to 0 and then
remove valve core from top of tank.
Turn on pump to force water out of bladder through the valve on top of tank.
Once the bulk of the water is out and it slows down coming out of the valve, replace the valve core and add compressed air to 28 psi.
The remaining water in the bladder will cut the pump cycle capacity but you may be able to add enough air to get the pump to stay running longer. I wonder if your pump is tripping an overload because it is starting too often.

What do you have to do to get it going again?
